Our vision is of a thriving North of England, where modern transport connections drive sustainable economic growth and support an excellent quality of life.

As a partnership, we bring the North’s local transport authorities and business leaders together with Network Rail, National Highways, and HS2 Ltd, while working closely with Central Government. We enable the North to speak with One Voice on the transport infrastructure investment needed to drive transformational growth and rebalance the UK economy.

We are based across the North, with offices in Manchester and Leeds and colleagues working within local transport bodies.

We will not replace or replicate the work of existing local transport bodies. Our role is to add strategic value by ensuring that funding and strategy decisions about transport in the North are informed by local knowledge and requirements. This fits with the devolution agenda and we will draw powers down from central government rather than up from local government.

Statutory Status

We became England’s first Sub-national Transport Body (STB) in April 2018, with a Board made up of our region’s 20 Local Transport Authorities (LTAs) and 11 Local Enterprise Partnerships (LEPs).

It’s essential all our plans are underpinned by robust evidence and a compelling strategy. Through working with stakeholders, local authority partners, and academic institutions, we must prove the link between investment in transport infrastructure and the economic prize on offer.

Our compelling database of reports and statutory advice highlight the collaborative work across our strategy, development, research and analysis teams.

They provide a coordinated pan-northern response to key issues impacting the whole region, from rail investment, to major roads, and decarbonisation
